Congress says it is worried when higher levels of government pass costs down to lower ones. When the Federal Government sends costs to States, or States push costs onto cities and towns, local governments often must raise property taxes or cut important services. Those tax hikes and service cuts can make it harder for people to own a home in a safe neighborhood. The Senate says the Federal Government should not pass unfunded costs to States, and States should stop forcing bills on local governments without paying for them or fully debating them. The goal is to lower taxes and spending and stop passing costs around in ways that hurt taxpayers.
