The Advisory Commission on Intergovernmental Relations must send a report to Congress (including the House Committee on Government Reform and Oversight and the Senate Committee on Governmental Affairs) and to the President. The report, due within four months after March 22, 1995, and then by March 15 each year, must describe federal court cases from the prior year in which state, local, or tribal governments were parties and had to take on extra duties to comply with federal laws or regulations.
