The Librarian picks who will sit on the Board. Each of 17 named music and archival groups must give three people as candidates. The Librarian chooses one person from each list and also names an alternate who can go to meetings when the main member cannot, with the Board paying those costs. The Librarian may also add up to five extra members-at-large and must name an alternate for each. The Librarian must choose one Board member to be the Chair. Each appointment lasts 4 years, and a person can serve as many terms as allowed. If a member misses meetings after being properly warned, or clearly fails to do their duties, the Librarian can remove them. If a seat becomes empty, it is filled the same way it was first filled, or from a previously submitted list, and the new person serves the rest of the term.
