The Board must review entries for the National Recording Registry and advise the Librarian on which sound recordings to add and how to protect important recordings. It must consider nominations from the general public, archives, music and recording industry groups, and other artists. The Board must also study and write a report on archiving and saving sound recordings. The report must cover the current state of preservation and restoration; how to move from analog open‑reel to digital preservation and who should be allowed access (using work done by or for the National Audio‑Visual Conservation Center at Culpeper, Virginia); standards for copying old recordings (including equipment and equalization); current rules that limit use of archives and suggested changes to let libraries share digital copies; and copyright and related laws that affect preservation.
