Title 2 › CHAPTER 5 — LIBRARY OF CONGRESS › § 179n
Creates a National Film Preservation Board in the Library of Congress made up of 22 people chosen by the Librarian. The Librarian must ask 17 named film groups, schools, and industry organizations (for example, the Academy, the Directors Guild, the Writers Guild, the American Film Institute, and film departments at UCLA and NYU) to each give three candidates. The Librarian picks one member from each list and names an alternate who can attend meetings at Board expense if the member is absent. The Writers Guild East and West each submit three names and the Librarian picks one as member and the other as alternate. The American Society of Cinematographers and the International Photographers Guild must submit one joint list. The Librarian also may appoint up to 5 members-at-large and an alternate for each. The Librarian picks one Board member to be Chair. Each member serves a 4-year term and may serve as many terms as allowed. The Librarian can remove a member or the organization they represent if that person or group misses at least one regular Board meeting in any two-year stretch. Vacancies are filled the same way as the original appointment, and replacements finish the old term. A quorum is 12 members. Members are unpaid but may get travel pay and per diem under title 5, sections 5702 and 5703. The Board must meet at least once each fiscal year when the Librarian calls a meeting. The Librarian must set rules to handle conflicts of interest.
