Title 2 › Chapter 5— LIBRARY OF CONGRESS › § 181
On September 16, 1996, a program must be set up to let legislative branch agencies share information as widely as possible, with the long-term goal of improving how they plan and evaluate information technology. The House Committee on Oversight and the Senate Committee on Rules and Administration are asked to decide how the program will work and to oversee it. The named legislative offices must take part and must report each year in their budget submissions to the House and Senate Appropriations Committees about how they participated. The named offices include the Clerk of the House; the Secretary of the Senate; the Architect of the Capitol; the Government Accountability Office; the Government Publishing Office; the Library of Congress; the Congressional Research Service; the Congressional Budget Office; the Chief Administrative Officer of the House; and the Sergeant at Arms of the Senate. Technology means computers, software, computer-based systems and services for handling information, and telecommunications equipment and software for voice, data, or images.
