The Architect of the Capitol may assign or reassign any person on his office payroll to work in any buildings, facilities, grounds, or funded projects he manages, starting October 12, 1979. He must not change the person's basic salary when he does this. He may make these moves when he thinks they will save money or help the Government. Exceptions are allowed if different equipment is needed. Such assignments may not increase or decrease any general or specific appropriation.
