Beginning in fiscal year 1997, the Architect of the Capitol may move money it was given, including Botanic Garden money, between its accounts. Money moved from the "house office buildings" appropriation needs approval from the House Appropriations Committee; from the "senate office buildings" appropriation needs approval from the Senate Appropriations Committee; any other transfers need approval from both Committees.
