Creates an account in the U.S. Treasury called Capitol Police Buildings and Grounds for the Architect of the Capitol. Money in the account pays for the Architect’s resilience and security programs and for maintaining, caring for, and operating buildings, grounds, and security upgrades for United States Capitol Police facilities and related sites. The Architect may also receive transfers from other Legislative Branch agencies if the right Appropriations Committee approves: the House committee for House offices, the Senate committee for Senate offices, and both committees for other offices. Transferred funds join the account and are available for the same uses. The transfer rules start in fiscal year 2019 and continue each year. The account rules apply from fiscal year 2002 onward, and any amounts provided before August 2, 2002 for Capitol Police building upkeep in fiscal year 2002 must be moved into the account.
