§1866 Certification of Vouchers

Summary
The Architect of the Capitol does not have to approve any payroll or spending voucher that uses money for the Senate Office Building or any other building or activity. He only has to approve vouchers for expenses he or someone acting under his direction actually created.

It shall not be a duty of the Architect of the Capitol to certify any pay roll or other voucher covering any expenditure from any appropriation for the Senate Office Building, or for any other building or activity, unless the obligation involved was incurred by him or under his direction.
