The Chief of the Capitol Police may set up a program to help hire or keep employees by paying education costs. The program can pay back student loans for an employee, pay an educational school directly, or reimburse an employee for tuition and related school costs. The Chief can use parts of the rules in 5 U.S.C. 5379 when making the program’s rules. The program cannot repay money an employee already repaid before joining. Any money the Capitol Police pays or recovers under the program must go into the Capitol Police’s salary or general expense account and can be used for any allowed purpose until it is spent. No person may receive more than $80,000 total under the program. Decisions made under the program cannot be appealed or reviewed. The program applies starting in fiscal year 2003 and for every fiscal year after that.
