On October 1, 1996, responsibility for maintaining security systems for the Capitol buildings and grounds moved from the Architect of the Capitol to the Capitol Police Board. That maintenance must be done under the direction of the Committee on House Oversight of the House of Representatives and the Committee on Rules and Administration of the Senate. Any change to a building’s structure, mechanical parts, or architectural features that is needed for security system work can only be done with the Architect of the Capitol’s approval. Also on October 1, 1996, the Architect of the Capitol moved certain permanent jobs and the people in them to the Capitol Police. These are the jobs in the Architect’s Electronics Engineering Division that deal with security system upkeep. Any annual and sick leave those workers had stayed with them and transferred unchanged.
