The Chief of the Capitol Police can pick, with the Capitol Police Board’s OK, one officer to handle citation releases. The D.C. Superior Court can appoint that officer to accept bail or collateral for cases it hears, let the officer give citations and apply failure-to-appear rules like the Metropolitan Police do, and the U.S. District Court for D.C. can let the officer take bond for arrests on its court orders.
