If a law says the President pro tempore of the Senate should appoint someone to a commission, board, committee, advisory group, or similar body, the appointment must follow recommendations from Senate leaders. If the law names the majority party, the Senate Majority Leader must recommend the person. If it names the minority party, the Senate Minority Leader must recommend. If no party is named, both leaders must jointly recommend. These rules apply to appointments made after December 22, 1980, under laws passed before, on, or after that date.
