The Sergeant at Arms of the Senate may, to respond to an emergency, obtain buildings or facilities for Senate use by lease, purchase, or other arrangement (including agreements with executive agencies) if money is available. Any such actions must be approved by the Committees on Appropriations and Rules and Administration. The Sergeant at Arms may also make deals about security and upkeep of those places, for example with the United States Capitol Police or the Architect of the Capitol. The Architect can take needed steps to carry out those deals and, with approval of the Committee on Appropriations of the Senate, may transfer funds normally used for Senate office building upkeep to help pay acquisition costs. This applies to fiscal year 2002 and each succeeding fiscal year.
