From August 1, 1961, the Architect of the Capitol must run the Senate Restaurants, set rules, and hire staff using modern, economical methods. The Senate Committee on Rules and Administration must approve policy and can pass a resolution to take back control. Section 5104(c) of title 40 does not apply here except its solicitation rules, which still need Committee approval.
