Workers at the Senate Employee Child Care Center (the Center) are treated as federal employees for health insurance under title 5, section 8901(1), starting August 14, 1991. People who worked there on August 14, 1991 could choose coverage during the 31-day period beginning that day. People hired after that date may enroll during times set by the Office of Personnel Management. The Center must keep records and, after consulting the Secretary of the Senate, withhold the insurance amounts set by title 5, section 8906 and send those deductions to the Secretary, who will forward them to OPM. The Secretary pays the government's share from the Senate’s contingent fund, “miscellaneous items.” OPM may make rules to carry this out.
