Even if section 1345 of title 31 would otherwise limit it, the Secretary of the Senate can pay back employees of the Senate day care center for training and for travel, transport, and living costs tied to training or conferences about child care. The day care center must certify each claim and give proof to the Secretary. Payments come from the contingent fund of the Senate, from the account called "MISCELLANEOUS ITEMS," on vouchers the Secretary approves. These reimbursements must follow the travel rules and limits set by the Senate Committee on Rules and Administration. This rule applies on and after October 1, 1996.
