Creates the United States Capitol Preservation Commission to pay for and carry out improvements, preservation, and purchases for the Capitol, to arrange art and displays for the Capitol and other places Congress controls, and to do other activities that support those goals. The Commission is made up of Members of Congress: the President pro tempore of the Senate and the Speaker of the House as co-chairs; leaders and certain committee chairs and ranking minority members from both chambers; the chairs of the Senate and House bicentennial commissions (or their replacements if those commissions end); and four appointees (two Senators and two House members). Most members may name a Senator or Representative to serve in their place, except the four appointees. The Architect of the Capitol joins without a vote. The Senate Commission on Art, the House Fine Arts Board, and the Architect must provide staff help when the Commission asks.
