A roughly 5-acre piece of the Capitol Grounds must be named the Congressional Award Youth Park. It is bounded by Constitution Avenue NW (north), First Street NW (east), Pennsylvania Avenue NW (south), and Third Street NW (west), and the park area goes all the way to the curbs of those streets. The Architect of the Capitol must run a design competition using rules the Architect must write by June 30, 2002 with the Senate majority and minority leaders and the House Speaker and minority leader. The park must be outdoors and open to the public. As much as possible, the design should include a fountain; many trees and flowering plants from each of the 50 States; large replicas of the Congressional Award medals; and the names of all Congressional Award recipients. After the contest, the Architect must send at least 3 designs and recommendations to the United States Capitol Preservation Commission, which will choose the final design. Money already provided to the Architect under this Act can pay for the park.
