Summary
Emancipation Hall cannot be used for any event unless both the House of Representatives and the Senate approve a resolution that specifically allows that event. Both chambers must agree and pass that resolution before the hall can be used.

The Emancipation Hall of the Capitol Visitor Center may not be used for any event, except upon the passage of a resolution agreed to by both houses of Congress authorizing the use of the Emancipation Hall for that event.
