The Architect of the Capitol may make payments from the Fund when the Chief Executive Officer recommends them. The Treasury must invest money the Architect, after the CEO's recommendation, says is not needed now in U.S. government bonds or securities fully guaranteed by the U.S., with a maturity the Architect finds suitable; interest goes back into the Fund. The Comptroller General can audit the Fund at any time.
