On the transfer date, the Capitol Guide Service becomes an office inside the Office. All its contracts, debts, records, property, money, and employees move to the Office, except any unspent appropriated money only moves if the House and Senate Committees on Appropriations approve. The Guide Service will be run under the Architect of the Capitol when recommended by the Chief Executive Officer. Employees who were non‑temporary on the transfer date and move to the Office stay under the Architect’s authority. Their grade, pay, leave rate, and other benefits cannot be cut while they keep the same job, unless for cause. If such an employee is separated, they count as involuntary for certain retirement rules if they have 25 years of service, or 20 years and are at least 50. The part above does not cover items moved from the Congressional Special Services Office to the Office of Congressional Accessibility Services.
