Even if section 1342 of title 31 would otherwise stop it, the Architect of the Capitol may accept and use unpaid volunteer services for the Capitol Visitor Center when the Chief Executive Officer recommends it. Anyone who donates services must first sign a written agreement giving up any claims against the United States that come from those services, except claims under chapter 81 of title 5. Volunteers are not treated as federal employees for any purpose except under chapter 81 of title 5. Accepting volunteers cannot cut pay or replace any current employee of the Office of the Architect of the Capitol.
