Title 2 › Chapter 2— ORGANIZATION OF CONGRESS › § 25a
Washington, D.C. elects a Delegate to the U.S. House of Representatives. The Delegate may speak and take part in debates but cannot vote. The Delegate has the same constitutional privileges as Representatives (Article I, section 6) and must follow the same rules. The Delegate serves during each Congress. To be elected, a person on election day must be a qualified D.C. voter under the D.C. Election Act, be at least 25 years old, hold no other paid public office, and have lived in D.C. continuously for the three years before the election.
