Every five years, starting at the beginning of the fifth fiscal year after the House’s parliamentary precedents were finished and published under the Legislative Branch Appropriation Act, 1966 (79 Stat. 270; Public Law 89–90), the Parliamentarian must begin gathering and preparing the House’s parliamentary precedents, related helpful materials, and an index digest. That work must be finished by the end of the next fiscal year after it starts. The Parliamentarian chooses page size, type, and layout for printing. The number of copies and how they are distributed must follow any law passed before printing. To do the work, the Parliamentarian may, with the Speaker’s approval, hire House clerical and other staff and set their pay, and may use staff from the Library of Congress and the Government Publishing Office.
