Title 2 › Chapter 9D— OFFICE OF SENATE LEGAL COUNSEL › § 288l
People have a right to join a case or appear as an amicus. A court can refuse only if the request is clearly too late and would cause big delay, or if the person has not shown standing under section 2 of Article III of the U.S. Constitution. The Counsel, Deputy Counsel, designated counsel, or lawyers hired by the Office may appear in federal, state, or local courts without courts’ usual admission rules, but not before the U.S. Supreme Court. It does not let anyone sue Congress or give courts power over such suits.
