Title 2 › Chapter 2— ORGANIZATION OF CONGRESS › § 29
The Parliamentarian must make and keep a short, up-to-date book for each Congress starting with the 93rd Congress. The book collects the House’s parliamentary precedents (past rulings and practices), helpful text by the Parliamentarian, and other useful summaries. The Parliamentarian must print it in a useful size and format, give a printed copy to every Member and the Resident Commissioner from Puerto Rico, may give out extra copies, and can hire staff, set their pay, and use staff from the Library of Congress and the Government Publishing Office.
