Title 2 › Chapter 10— CLASSIFICATION OF EMPLOYEES OF HOUSE OF REPRESENTATIVES › § 293
The Committee on House Oversight must create and keep a pay plan called the House Employees Schedule (HS) for most jobs covered by this chapter. The committee decides how many pay levels the plan has. Each level must have twelve steps. The committee sets the yearly pay for each step, but the top step of the highest level cannot be higher than the maximum pay allowed by chapter 51 and subchapter III of chapter 53 of title 5. Pay for those jobs must follow this schedule. The committee must also create and keep a separate pay plan for jobs under the Clerk, the Sergeant at Arms, the Chief Administrative Officer, and the Inspector General. That plan is called the House Wage Schedule (HWS) and can show yearly pay, hourly pay, or both, with whatever number of levels and steps the committee chooses. For applying adjustments starting in 2002 and each year after (except during any period covered by a memorandum of understanding in section 2168(a)), jobs under the Chief Administrative Officer include the United States Capitol telephone exchange positions under the Chief Administrative Officer.
