Title 2 › Chapter 10— CLASSIFICATION OF EMPLOYEES OF HOUSE OF REPRESENTATIVES › § 297
When an employee moves into a higher pay level on the House Employees Schedule, they must be paid using the first rule below that applies, in this order. First, put them at the lowest step in the new level whose pay matches what they would earn if they were two steps higher in their old level. If that does not apply, put them at the lowest step in the new level whose pay is at least two steps higher than their previous pay. If neither fits, pay whichever is higher: the top step of the new level or their current pay. The committee may make rules to pick the proper pay step for employees covered by the House Wage Schedule when they are promoted or reclassified.
