Title 2 › Chapter 11— CITIZENS’ COMMISSION ON PUBLIC SERVICE AND COMPENSATION › § 362
Recommendations about pay that the Commission sends to the President, and that the President sends to Congress, must follow set rules. Any suggested pay change must say the date it would start. That start date can be no earlier than January 1 of the second fiscal year after the Commission’s review, and no later than December 31 following the end of the fifth fiscal year after that review. The recommendations must set equal rates for three groups: the Speaker, the Vice President, and the Chief Justice; the majority and minority leaders of both chambers, the Senate President pro tempore, and Executive Schedule level I positions; and Senators, House Members, the Resident Commissioner from Puerto Rico, House Delegates, district court judges, Court of International Trade judges, and Executive Schedule level II positions. The President does not have to pick the same rates the Commission recommended.
