Gives officers who run congressional workplaces the power to decide, before hiring, whether someone has the skills needed for the job — including people recommended by Members of Congress — and to fire or discipline any employee they supervise. "Officer of the Congress" here means two kinds of officials: an elected officer of the Senate or House who is not a Member, and the Architect of the Capitol.
