A person who has a contract to sell or lease items or services to the federal government at specific prices or terms can still sell or lease the same kinds of items or services to Congress at different prices or terms. Selling to the Senate, the House, or their offices counts as selling to Congress, and those sales do not change what the person must charge or provide under their other federal contracts.
