The House Committee on Oversight may set and change the amounts, terms, and rules for certain House allowances, subject to section 4314. This covers Members’ Representational Allowance, including official mail the committee controls under section 503, and allowances for committees and certain House officers (for example, the Speaker, party leaders, the Clerk, the Sergeant at Arms, and the Chief Administrative Officer) for mail, stationery, phones, telegraph, and other communications. As used here, "Member of the House of Representatives" means a Representative, a Delegate, or a Resident Commissioner to Congress.
