When a committee has expenses to be paid from the Senate contingent fund that are not for paying people, and the committee chair approves the vouchers, the Secretary of the Senate can advance money to the chair. Government accounting officers will accept the chair’s receipt as a complete voucher. The chair must then promptly give the Secretary detailed receipts showing how the money was spent.
