If a person leaves a civilian job in an executive department or agency to work for the Senate Appropriations Committee, the committee must put them on its payroll and they work only for and answer only to the committee. When the committee job ends, the person can apply to the Director of the Office of Personnel Management within 30 days (unless they were fired for cause) to get a job back in the same or another agency where an opening exists. The job must be comparable to what they would have held, with the same seniority, status, and pay. The agency does not have to return someone after the original appointment they left would have expired.
