The Senate Appropriations Committee may hold hearings and do investigations, spend money from the Senate’s contingent fund, hire staff, and—if the federal agency involved and the Committee on Rules and Administration agree—use employees from those agencies either paid back or free. It may also hire consultants under section 4301(i) and Senate Resolution 140 (May 14, 1975) without the usual approval and reporting, and train its professional staff under section 4301(j). These authorities take effect on and after October 1, 1998, or on the date of enactment of this Act (October 21, 1998), whichever is later.
