Requires that if a Representative, Delegate, Resident Commissioner, or Senator owes money to their chamber, the committee or officer in charge of the matter must certify the unpaid amount to the Chief Administrative Officer for the House or to the Secretary of the Senate. Those officials must then deduct the certified amount, up to the unpaid balance, from any salary, mileage, or expense payments due to that member, and handle the money under existing law.
