Requires the Secretary of the Senate and the Architect of the Capitol to tell people they pay that they can have part of their paycheck taken out to give to national charities chosen for the Combined Federal Campaign (the charities picked by the OPM Director under Executive Order 10927, March 18, 1961). This applies to people paid by the Secretary and to employees of the Architect of the Capitol (including the Botanic Garden and Senate Restaurants). If an employee asks, names one Combined Federal Campaign Center in the Washington area, and says how much to withhold, the pay officer must take that amount out and send it to that Center at least once each calendar quarter. They should do this near the time of the Combined Federal Campaign and other federal fund drives, but can do it at other times too. No money will be withheld if the pay for a period is too small to cover the requested amount plus other withholdings. The minimum amount per pay period is 50 cents for biweekly or semimonthly pay and $1 for monthly pay. The Secretary and the Architect can make rules to carry out these duties. The law creates no other duties or liabilities beyond what it says, and papers filed with the Secretary count as Senate papers.
