Official funds can be used each fiscal year, starting with fiscal year 1999, to pay back a Member, officer, or employee of the House for normal, necessary costs of using telecommunications lines in their home for official work (for example, phone or internet). This can happen even if other laws say something different, but the payments must follow rules set by the Committee on House Oversight. The Committee on House Oversight must create the rules needed to make this work.
