The Clerk, the Sergeant at Arms, and the Chief Administrative Officer of the House must certify every month the payroll for their departments. The certification must state whether each person on the payroll actually showed up for work and did the tasks they were being paid to do. If someone was absent or did not perform the work, in whole or in part, the certificate must give the reason.
