Committee chairs or other elected House officers who run the activity that created a debt can tell the Chief Administrative Officer (CAO) how much a House employee owes if the employee does not pay. The CAO may take that certified amount out of any money he pays to or for the employee and put the same amount back into the correct account. "Employee of the House" means any person in the legislative branch whose pay is handled by the CAO.
