Title 2 › Chapter 16— CONGRESSIONAL MAILING STANDARDS › § 504
Within two weeks after the end of each calendar quarter, or as soon as possible after that, the Sergeant at Arms and Doorkeeper of the Senate must send every Senate office a bill that shows the postage, paper, and other operating costs from mass mailings handled for that office that quarter. The bill must separate postage and paper from other costs, and show newsletter costs separately from other mass mailings. It must also show the cost per person in the State. All those bills are sent together to the Senate Committee on Rules and Administration. A short summary of the information is published every quarter in the Congressional Record and put in the Secretary of the Senate’s semiannual report. The summary must list each office’s name, how many pieces of mass mail were sent that quarter, the total cost, and for Senators the cost per State resident and pieces per State resident, plus the amount allocated to the Senator from the official mail fund.
