Creates one payment called the Members’ Representational Allowance to pay for a Member’s official and representational work for their district. The earlier Clerk Hire, Official Expenses, and Official Mail allowances were combined into this single allowance. A "Member of the House of Representatives" means a Representative, a Delegate, or the Resident Commissioner. The House Oversight Committee can make rules to run the allowance, including rules for a Member‑elect who is not an incumbent. It took effect September 1, 1995 and applies from that date.
