Starting with fiscal year 2002 and every year after, two extra staff positions are added to each of these House offices: the Office of the Clerk, the Office of the Chief Administrative Officer, and the Office of the Sergeant at Arms. Those staff must keep House operations running during emergencies and follow their office head’s directions. The office head decides each position’s yearly pay and alone picks who fills the jobs, regardless of other laws.
