Creates an account in the House of Representatives to pay into the Employees’ Compensation Fund under section 8147 of title 5 and to repay the Secretary of Labor for unemployment payments made to former House employees. Money may be taken from that account at any time after October 7, 1997, no matter which fiscal year the cost belongs to. The account counts as a category of allowances and expenses for purposes of section 5507(a).
