The Chief Administrative Officer of the House must send a detailed, itemized report to the House no later than 60 days after each half-year ends. The report must list who was paid, quantities and prices of items bought, short descriptions of services (how long they took and who did them and how much they were paid), all amounts appropriated, received, spent and unspent, the information sent to the Comptroller General under section 3523(a) of title 31, and any extra data the House Oversight Committee’s rules require. If a payment is for a witness who appeared in a committee’s executive session, the report for that period shows only the payment date, voucher number, and amount; any withheld details go in the next report. Each report must be printed as a House document. The report cycle covers Jan 1–June 30 and July 1–Dec 31 each year, starting with the half-year when this rule is enacted. The provisions of sections 102, 103, and 104 and section 4108 of this title also apply.
