Starting with fiscal year 1995, the House’s Chief Administrative Officer may charge a fee equal to the postage for any outside mail brought in for delivery inside the House, except mail sent through the Postal Service or mail that already has postage paid. Any fees collected must be deposited in the U.S. Treasury and credited to the Office of the Chief Administrative Officer’s account.
