Allows the Chief Administrative Officer of the House and the head of a federal executive agency (as defined in section 105 of title 5) to make a memorandum of understanding for the agency to provide facilities, equipment, supplies, staff, and other support to the House during an emergency. They may take whatever steps are needed to carry out that agreement, but the Chief Administrative Officer must get the Speaker’s approval first. This rule applies starting in fiscal year 2002 and every fiscal year after.
