Creates a Senate account called the "Representation Allowance Account for the Majority and Minority Leaders." It pays for work the Majority and Minority Leaders do with members of foreign legislatures, officials of foreign governments, and intergovernmental organizations. The Secretary of the Senate makes payments. Each year the money is split half to the Majority Leader and half to the Minority Leader. Payments only reimburse actual expenses and must have receipts and certification. They are not reported as income and cannot be deducted under title 26. Up to $20,000 may be provided each fiscal year, starting with the year ending September 30, 1985.
